First, have tried the free mailing lists? This is the easiest way to go and here is one site as an example:

Second, if you are going to make your own, there are several ways to go about it. It depends on what type of server you are using. If your server is using ASP, for example, then you could make one with ASP and SQL, and a data base. I made one once, if you think you could understand it, I could send it to you, but you do need to know a few things about code.
